NCompass Live: E-rate 101: Just the Basics for 2024
What is E-rate? How can my library benefit from E-rate? How do I apply for E-rate? Bring all of your E-rate questions to ‘E-rate 101: Just the Basics for 2024’, next week’s NCompass Live webinar, on Wednesday, August 2 at 10am CT.
E-rate is a federal program that provides discounts to schools and public libraries on the cost of their Internet Access and Connections to make these services more affordable. This includes Broadband, Fiber, and Wi-Fi Internet access as well as Internal Connections, such as wiring, routers, switches, and other network equipment.
This session will be a general overview of the E-rate program. Full in-depth E-rate workshops will be held later in the year. It will be useful to libraries who have never applied for E-rate, libraries who are new to E-rate, and current E-rate libraries who just want a short refresher on what E-rate is all about.
IMPORTANT NOTE: The dates and rules in this session will be specific to E-rate Funding Year 2024.

Internet Librarian Connect 2023 Conference (Oct. 16-19)

DNS filtering solution for Nebraska’s public libraries
The Nebraska Library Commission (NLC) is pleased to announce it is now offering a DNS filtering solution to Nebraska’s public libraries. This solution will provide the Internet filtering technology required for E-Rate CIPA compliance. Even if your library is not utilizing E-Rate, this versatile solution can also provide cybersecurity protection for your library’s computers and customers. The NLC will cover the expense of this service and assist with its implementation.

NCompass Live: Transforming Library Staff Learning Through Technology Skills Assessments
Learn about technology skills assessments that you can modify to fit your library’s needs on next week’s NCompass Live webinar, ‘Transforming Library Staff Learning Through Technology Skills Assessments’, on Wednesday, June 14, at 10am CT.
Technology skills assessments are tools used by supervisors and managers to gauge competency in key subject matter areas. These assessments can be powerful tools for identifying common skills gaps, allowing libraries to make objective decisions on how best to close those gaps. Even more concerning is that frequently these technology skills gaps are related to proficiencies in areas with large impact to your organization, such as cybersecurity and cloud computing, making these gaps detrimental if unaddressed. By utilizing technology skills assessments, libraries are able to take factual data into account when deciding how to best train their staff.
We conducted pre-training technology skills assessments for library staff in several libraries, identifying the common gaps of knowledge among staff members. We then provided free training, and followed up by conducting post-training technology skills assessments to ensure that staff increased their knowledge. Staff reported that they felt more comfortable helping patrons and students with their technology issues, and supervisors reported that they had more confidence in their staff’s ability to both use technology and assist patrons and students with their technology needs.
In this session, we will provide attendees with a sample technology skills assessment that you can modify to fit your needs. We will also provide a list of resources for free technology training. In addition, you’ll learn how to conduct the post-training technology skills assessment, and how to determine if more training is needed.

Over $9 Million in E-rate Funding Awarded to Nebraska Schools and Public Libraries
As of May 25, USAC has released four Waves of Funding Commitment Decision Letters (FCDLs) for E-rate Funding Year 2023. These Waves include $9,119,082.78 in funding commitments for 410 Nebraska school and public library applicants.
Congratulations to all Nebraska schools and public libraries who have been funded!
A list of public libraries who have received E-rate funding is on the NLC E-rate webpage. The 2023 list will be updated as new funding waves are announced.
If you haven’t received your FCDL yet, don’t panic! There are many more weekly Waves to come as USAC processes more applications. This is just the start of Funding Year 2023, more approvals are coming.
When your FCDL is ready, it will be attached as a printable PDF to the email notifying you that your FCDL has been issued. It will also be available in the Notifications section of your EPC account, but you are no longer required to log into your EPC account to view it.
IMPORTANT: As soon as you receive your FCDL, you should immediately go on to the next step in the E-rate process, filing your Form 486. This form is submitted in your EPC account. Information and instructions on how to do that can be found on the USAC website.

Robot Warning: Kamigami Robots Discontinued
I’ve gotten a lot of requests for robot recommendations, many specifically about those cute Kamigami robots shaped like bugs and dinosaurs. While I do love the Kamigami robots in general, the manufacturer has discontinued the product. You can no longer download the app on Android, and it only works on older iOS devices that have not been updated recently. It is still available for download on iOS, but only works reliably on older phones.
Amazon lists all Kamigami robots as “discontinued by manufacturer”, but not all resellers post this same warning. I only found out the app is no longer supported by cross-referencing the comments across several Amazon listings. Kamigami was picked up by Mattel a few years ago, and it appears that Mattel is no longer keeping our favorite little bugs alive.
Long story short, buy Kamigami robots at your own risk. They are adorable, but all good things come to an end. I will miss those cute little bugs. If you already have one, program it for as long as you can. This post is going to get me a little misty-eyed! Another good gadget bit the dust…
Get Coding Ideas: Scratch Conference 2023 (Virtual)
If you’re looking for more coding and STEM activity ideas, Scratch, the popular (free!) drag and drop block programming language and website, is hosting their Scratch Conference 2023 virtually on July 20, 2023. It’s only $15 to register, with a free option if you have absolutely zero budget for extras. The theme this year is “Sparking Creative Connections”. Here are some of the sessions I bookmarked for myself:
- Including Diverse Learners w/ ScratchJr Tactile: Learn new ways to reach visually impaired students who want to engage with programming.
- Collaborative Scratch Hackathons: Find out how to set up a hackaton to bring together coders of all ages in your community. Help people work together to solve cool problems.

- Exploring Creative Possibilities w/ Generative AI in Scratch: Explore how generative AI tools like ChatGPT can work with Scratch to expand opportunities for students to learn more effectively.
This is a great conference for school and public libraries, and educators of all types! Scratch is great for all ages.

Offers incentives of $6,000 to conduct workshops using DigitalLearn training materials designed to help patrons build skills and confidence using technology.
Offers incentives of $1,500 to conduct the new Affordable Connectivity Program (ACP) Basics workshop designed to help families and households learn about ACP and how to apply for the benefit.
About PLA’s Collaboration with AT&T
Community members come into public libraries every day, hoping to complete life tasks many of us take for granted, but sometimes lacking the basic computer skills needed to accomplish them. PLA offers digital literacy programs to help you help patrons reach their goals. A national PLA collaboration with AT&T has added both content and local partnership opportunities to encourage public libraries and other community partners to promote and teach digital skills together using the DigitalLearn platform!
With support from AT&T as part of AT&T Connected Learning and the company’s commitment to bridge the digital divide, PLA has been able to add and update more than a dozen online DigitalLearn courses, and develop 9 new complete training packages. Materials are available in both English and Spanish. All DigitalLearn materials are free to use.

Governor Pillen Promotes Broadband Connections During National Library Week
CLAY CENTER, NE – Today, Governor Jim Pillen, together with the Nebraska Library Commission, the Nebraska Public Service Commission (PSC), the Nebraska Department of Transportation (NDOT), and the Clay Center Library, highlighted the Nebraska E-rate Special Construction State Matching Grant Program as an opportunity to further connect Nebraskans by incentivizing new broadband fiber construction to state libraries.
“Reliable and fast broadband internet connection is an essential component to quality of life,” said Governor Pillen. “Internet access impacts work force, education, public health, economic development, and public safety. Schools and libraries serve as the centers of communities and ensuring those institutions are connected to fiber is a priority for the State of Nebraska. These fiber-optic based networks will provide connectivity to resources and expand reach and access to Nebraskans.”
The federal E-rate program provides discounts ranging from 20% to 90% of the costs of eligible services based on 1) the percentage of students eligible for the National School Lunch Program in the school district in which the library is located, and 2) the urban or rural location of the library, based on U.S. Census data.
The state program is designed to maximize federal funds by providing up to 10% in matching support to Nebraska Eligible Telecommunications Carriers (NETCs) to connect E-rate eligible entities with fiber where there is no existing fiber connection. The Nebraska E-rate Special Construction State Matching Grant Program (NUSF-117), administered by the PSC, was established in May 2020 and has allocated $1 million to facilitate the build-out of new fiber to Nebraska libraries and schools participating in the Federal Communications Commission (FCC) E-rate Special Construction Program.
To best serve the needs of stakeholders, the PSC is seeking comments on its E-rate Special Construction Matching Funds program, including whether modifications should be made, what services are supported and whether existing funding is sufficient or needs to be increased. Libraries can learn more about the proposed enhancements and provide comment by visiting the E-rate Special Construction page of the PSC website and clicking on the NUSF-117 P.O.#1 link.
“In our commitment to deployment of fiber optic internet to all Nebraska libraries, we applaud the work of the Public Service Commission (PSC) and Governor Pillen’s leadership on these issues,” said Nebraska Library Commissioner Director Rod Wagner. “We encourage all Nebraska libraries to provide comments to the PSC during this open comment period.”
“I’m thankful for the financial assistance of the Nebraska E-rate Special Construction State Matching Grant program to install fiber at our library. We have participated in the federal E-rate program for 24 years,” said Clay Center Public Library, Director Cheryl Green. “These programs enable libraries to provide unlimited online resources, using reliable high-speed digital broadband. I encourage other Nebraska libraries to participate in the Nebraska E-rate Special Construction State Matching Grant program to install fiber-optic connectivity at their library.”
Libraries and schools are encouraged to participate in the process by providing comment responses to questions posed in the NUSF-117 P.O.1 docket. Initial comments may be filed on or before Friday, May 26, at 5 p.m. (CT) and reply comments may be filed on or before Friday, June 16, at 5 p.m. (CT) by email to psc.nusf-filings@nebraska.gov.
“Our state libraries help to keep our communities connected,” said PSC District 4 Commissioner Eric Kamler. “Through the State E-rate program, we can help provide support for new fiber construction to these essential public institutions.”

During the pandemic, social isolation became a significant problem for many seniors, who were also the most vulnerable to COVID-19. On top of the isolation, the persistent digital divide left many older adults in the St. Louis area either without internet access, a device, the skills to use digital technology, or all three. St. Louis County Library devised a way to serve the digital needs of the community through an innovative program of lending GrandPads to isolated, low-income older adults. GrandPads are tablets designed by older adults for older adults with a simple, intuitive, and decluttered design. In this session, learn how St. Louis County Library planned and implemented the GrandPad program, including securing $1,000,000 in funding from local government, reviewing applications, and distributing and administering the GrandPads.

Encyclopaedia Britannica Database Trials
Encyclopaedia Britannica is offering Nebraska libraries trial access to a number of their online resources through April 20, 2023. These resources also happen to be available at discounted subscription rates through the Nebraska Library Commission. The next subscription term through NLC begins June 1, 2023 so this trial is well-timed to give librarians a chance to try before they buy! Here are the products included in the trial:

NCompass Live: New Technology for the Visually Impaired of Nebraska: Magnifiers and e-readers
Electronic video magnifiers and Braille e-readers will improve services to your blind and visually impaired patrons, and they are available via public libraries across the state. Learn about this equipment on next week’s NCompass Live webinar, on Wednesday, March 22 at 10am CT.
Erin Brandyberry and Mickie Saltzman, from the Nebraska Commission for the Blind and Visually Impaired, and Pat Fischer from NanoPac, will talk about and demonstrate how to use equipment that will improve services to your blind and visually impaired patrons. Electronic video magnifiers were placed in Nebraska public libraries by the Commission for the Blind and Visually Impaired and Braille e-readers are available to Nebraska patrons from the Talking Book and Braille Service (TBBS) at the Nebraska Library Commission.

E-rate Form 471 Deadline is March 28
Tuesday, March 28 is the deadline to submit the second form in the E-rate process, Form 471, for Funding Year 2023. The application filing window for Form 471 opened on January 18.
However, we do not recommend waiting until the last day to submit your Form 471! If there are any issues that day, like the E-rate servers are slowed down because it is the last day to submit, or you can’t submit the form due to reasons on your end, such as illness, weather, power outage, etc., then you could miss the deadline and lose out on E-rate altogether.
So, log into your E-rate Productivity Center (EPC) account and submit your Form 471 as soon as you are allowed!
IMPORTANT: Before you file your Form 471, check your Form 470 Receipt Notification for your Allowable Contract Date – the first date you are allowed to submit your 471. Do not submit your 471 before that date! Remember, after you submit your Form 470, you must wait 28 days to submit your Form 471. You can find your Notification within the EPC portal in your News feed.
