2019 Big Talk From Small Libraries Schedule Now Available
The full schedule for the 2019 Big Talk From Small Libraries online conference is now available!
You will find it on the Schedule page. Information about our presenters is available on the Speakers page.
If you haven’t registered yet, now is the time to jump over to the Registration page and sign up!
You are welcome to watch as an individual or to host a group viewing of the conference. If several staff members from the same library want to attend, you can just register for one seat and have staff members view/listen together via one workstation.
You can also host a viewing party this same way and invite staff from other libraries. For any group viewings, if you know who will be there, you can list your Additional Attendees on your one registration or you can send us a list after the event.

E-rate Form 471 Application Filing Window Now Open
The Form 471 application filing window for Funding Year 2019 opened today at noon EST and will close on Wednesday, March 27 at 11:59 pm EDT. You may now log on to the E-rate Productivity Center (EPC) and file your FCC Form 471 for FY2019.
This makes Wednesday, February 27, the deadline to post your Form 470 to the USAC website, meet the 28-day posting requirement for the competitive bidding process, and submit a Form 471 by the filing window closing date.
However, we do not recommend waiting until the last day to submit your Form 470! If there are any issues that day, like the E-rate servers are slowed down because it is the last day to submit, or you can’t submit the form due to reasons on your end, such as illness, weather, power outage, etc., then you would miss the deadline and lose out on E-rate altogether. So, get your E-rate Form 470 submitted as soon as possible!
IMPORTANT: Before you file your Form 471, check your Form 470 Receipt Notification for your Allowable Contract Date – the first date you are allowed to submit your 471. Do not submit your 471 before that date! Remember, after you submit your Form 470, you must wait 28 days to submit your Form 471. Note: This Notice is now emailed directly to you. You can also find it within the EPC portal in your News feed.

E-rate Form 471 Application Filing Window Dates Announced

FY2019 Application Filing Window Dates Announced
The FCC Form 471 application filing window for Funding Year 2019 will open Wednesday, January 16, 2019 at noon EST and close Wednesday, March 27, 2019. You can read the USAC announcement for full details.
To prepare for the window opening:
- If you haven’t already done so, file your FCC Form 470 now! You don’t need to wait for the window to open.
- To file your FCC Form 470, log into the E-Rate Productivity Center (EPC). You must wait 28 days after your FCC Form 470 is posted to the USAC website before you can close your competitive bidding process, select a service provider, sign a contract (if applicable), and submit an FCC Form 471. If you issue an RFP after the FCC Form 470 is posted, you must wait 28 days from the release of the RFP to select a service provider.
- Wednesday, February 27 is the deadline to post your FCC Form 470 to the USAC website or issue an RFP and still complete all of these actions before the window closes.
- Log-in or create your account in the E-rate Productivity Center (EPC) and then review, update or assign user rights for anyone who will need access for FY2019. Review your EPC profile and confirm all of your information is accurate including your organization’s name, address, and other details. Your profile is now unlocked and available for you to insert any further updates but will be locked again on January 15, 2019 at 11:59 PM EST. Libraries should confirm their square footage, main branch, and public school district of the main branch information is correct and that any bookmobiles or kiosks are included.

What is E-rate? How can my library benefit from E-rate? How do I apply for E-rate?
E-rate is a federal program that provides discounts to schools and public libraries on the cost of their Broadband, Fiber, and Wi-Fi Internet access and Internal Connections, such as wiring, routers, switches, and other network equipment, in order to make these services more affordable.
The E-Rate Productivity Center (EPC) is your online portal for all E-rate interactions. With your organizational account you can use EPC to file forms, track your application status, communicate with USAC, and more.
What does your library need to know to use EPC? In this workshop, Christa Porter, Nebraska’s State E-rate Coordinator for Public Libraries, will cover the basics of the E-rate program and show you how to access and use your account in EPC to submit your Funding Year 2019 E-rate application.

Call for Speakers: Big Talk From Small Libraries 2019
The Call for Speakers for Big Talk From Small Libraries 2019 is now open!
This free one-day online conference is aimed at librarians from small libraries; the smaller the better! We are looking for speakers from small libraries or speakers who directly work with small libraries. Small libraries of all types – public, academic, school, museum, special, etc. – are encouraged to submit a proposal. We’re looking for seven 50-minute presentations and five 10-minute “lightning round” presentations.
Do you offer a service or program at your small library that other librarians might like to hear about? Have you implemented a new (or old) technology, hosted an event, partnered with others in your community, or just done something really cool? The Big Talk From Small Libraries online conference gives you the opportunity to share what you’ve done, while learning what your colleagues in other small libraries are doing. Here are some possible topics to get you thinking:

Big Talk From Small Libraries 2019 will be held on Friday, February 22, 2019 between 8:45 a.m. and 5:00 p.m. (CT) via the GoToWebinar online meeting service. Speakers will be able to present their programs from their own desktops. The schedule will accommodate speakers’ time-zones.
If you are interested in presenting, please submit your proposal by Friday, January 18, 2019.
Speakers from libraries serving fewer than 10,000 people will be preferred, but presentations from libraries with larger service populations will be considered.
This conference is organized and hosted by the Nebraska Library Commission and is co-sponsored by the Association for Rural & Small Libraries.

Every year, the Nebraska Library Commission participates in a national program of public library data collection called the Public Library Survey. This session will provide an overview of the data collection program, and specifically the data collection tool used in Nebraska, Bibliostat. This year, NLC will be using a new version of Bibliostat. The survey runs from mid-November to mid-February every year. The survey is required for Nebraska accredited libraries, and unaccredited libraries are eligible for a one-time grant (Dollar$ for Data) if they complete the survey online via Bibliostat.

Library people: get the upper hand on your tech! The free Toward Gigabit Libraries toolkit is out and ready to help you!

The free Toward Gigabit Libraries toolkit is an open-source technology learning, diagnostic, and advocacy tool designed for public and tribal libraries in the US. The toolkit will guide you through a series of questions about your technology environment — and provide you with all the information you need to answer the questions.
The toolkit is an excellent way to diagnose and fix library technology problems. Some libraries have found it especially useful in preparing for E-rate requests, budget cycles, and even in helping open up lines of communication between library staff and tech workers.
Best of all, you do not need to be a “techie” to use the toolkit. Fifty-eight rural and tribal libraries piloted the toolkit in the US to ensure that it is as simple as possible to use. In the spring of 2017 five Nebraska Community Libraries, Atkinson, Gering, Valley, Walthill, and Wymore, were the very first libraries to pilot the toolkit.
The Toward Gigabit Libraries toolkit is free and open source, licensed under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License. As well as being a stand-alone resource, you are free to use anything from the toolkit and mix it into other documents.
This resource is designed to empower practitioners to become more savvy and effective consumers, advocates, and providers of high-quality Internet access and digital services to their communities. Funded by an Institute of Museum and Libary Services Laura Bush 21st Century Librarian grant, the toolkit is designed to scale nationally to all libraries, regardless of size or geographic location.
The Library Commission plans to offer an NCompass Live Session early next year to highlight features of the toolkit.

Public Library Survey is Now Available
While it doesn’t seem like it should be time yet, the public library survey is now available on Bibliostat. The survey runs from today (November 5, 2018) thru February 15, 2019, and covers the 2017-2018 fiscal year (typically either July 1, 2017 – June 30, 2018 or October 1, 2017 – September 30, 2018).
A few things of note: We are now using a new version of Bibliostat. Multiple browsers are now supported, including Chrome. This also means we have a new link to the survey. There is a training guide for the new format on our website. If you need your password, or have questions about the survey, feel free to contact me. You can also enter your e-mail in the lost password part of our website.
For those of you who may be new to the survey, or if you want a refresher, check out the upcoming NCompass Live: Public Library Survey Using Bibliostat on November 28, 2018.

E-rate Fall Applicant Training Announced
USAC has announced the dates and locations for their annual Fall Applicant Training, and Omaha is one of the training locations.
If you are considering applying for E-rate this fall, we strongly recommend signing up for this workshop. There is a ½ day session for beginners followed by a full day for the main training. The workshop is free, but lunch is on your own.
The Omaha sessions will be held on November 13 and 14 at Creighton University. Full details and the link to register are in the USAC Schools and Libraries Program Special Edition News Brief.
The NLC will also be doing our regular fall E-rate workshops around the state, after USAC’s Omaha workshop. Those dates and locations will be announced soon.

NCompass Live: We Find and We Fix: Connecting a Community at the Library

In 2000, Parchment, MI, (population 2,000) lost its primary employer, a paper mill. Since then it has struggled to maintain services and a sense of community. After hearing many people chatting in the library with great ideas, but lamenting that “nothing ever gets done,” the library started a monthly Town Hall meeting to turn those ideas into reality, with the motto, “We find and we fix”. Join us to hear about the discussions and great projects that the Parchment Community Library has facilitated. “Enthusiasm, something we’ve had in short supply these past few years, is growing in our community!”

Friends of the Ravenna Library Receive United for Libraries’ Baker & Taylor Awards
The Friends of the Ravenna (Nebraska) Library, along with the Friends of the Shelby (Michigan) Area District Library, have been recognized with United for Libraries’ Baker & Taylor Awards for outstanding efforts to support their libraries. Each group receives $1,000 and a plaque from Baker & Taylor to honor their achievements.
The Friends of the Ravenna Library held 19 programs to benefit its community in 2017, many of which contributed to funds raised for the city of Ravenna’s project to build a brand-new library facility. The new facility will be three times the size of the previous one at 7,600 sq. ft., providing ample space for the library’s annual programs and activities.
Given annually since 2000, the Baker & Taylor Awards have recognized more than 45 groups for outstanding efforts to support their library. United for Libraries: The Association of Library Trustees, Advocates, Friends and Foundations, is a division of the American Library Association with approximately 4,000 personal and group members representing hundreds of thousands of library supporters. United for Libraries supports those who govern, promote, advocate, and fundraise for libraries, and brings together library Trustees, advocates, Friends, and Foundations into a partnership that creates a powerful force for libraries in the 21st century. The Nebraska Library Commission supports membership to United for Libraries for all of the state’s public libraries to ensure that Nebraska library staff, friends, trustees, and foundations can take advantage of services to enhance fund raising, advocacy, and public awareness.
Nebraska libraries are encouraged to use a special website (www.ala.org/united/Nebraska) to access resources, webinars, online training, and publications for Nebraska library trustees, library directors, and library staff at no charge to the participating library.
NCompass Live: Ditching Dewey: How we converted from Dewey to BISAC and lived to tell about it
Join us for the next NCompass Live, ‘Ditching Dewey: How we converted from Dewey to BISAC and lived to tell about it’, on Wednesday, August 8, 10:00am – 11:00am CT.
Parchment Community Library was encountering more and more adults who had never been taught the Dewey Decimal Classification system in school. They wanted their collection to be easily browsed, so in about 18 months, they converted from DDC to BISAC call numbers. Learn how their staff completed this challenging task – “at times we felt that we were trying to draw a map while driving full-speed down the road” – and hear how their patrons have reacted to the new system.

Nebraska Public Library Accreditation 2018
The 2018 Public Library Accreditation process opened on July 1.
Fifty-eight Nebraska public libraries are due for re-accreditation in 2018. Fifty-six additional public libraries that submitted their annual statistics for the Public Library Survey are also eligible to apply for accreditation. These two groups of libraries have been contacted with details on how to initiate and go through the process.
Accreditation offers a measure of quality of a community’s library services. Through the questions in the Application Form, libraries are measured against guidelines developed by a task force of professional librarians. The guidelines are community-based, so that each library can determine its own priorities based on local community needs. To help libraries address how the library will serve the unique needs of its own community, libraries applying for accreditation also must submit a Community Needs Response Plan.
Completed Accreditation Applications and up-to-date Community Needs Response Plans are due October 1. The Applications and Plans will be evaluated and libraries will be informed of their new Accreditation Level, which is valid for three years, by December 31. There are three levels of Accreditation: Bronze, Silver, and Gold.
